The occasional orc incursion could provide a good incentive to keep troops in town, build walls and avoid settling in forests without some protection.

This worked very well in the Civ games with barbarians (though I'm aware you have a different vision for this game).

Orc forces occasionally coming to pillage towns, block off roads and generally make a nuisance of themselves rather then hiding in their forests (they're orcs not elves! ;) ). As it stands they're just really for grinding, what has it's place, but more offensively minded orcs would be nice.

What he is saying is this:

NPC orc armies would, on occasion, attempt to destroy your city, which would force you to defend your castle. This means you will always have to be on your toes.

I like this idea, kind of like barbarians in Civ.

But only if they scale up to become an increasing threat, otherwise it's just more grinding that conveniently comes to your doorstep.

Well, you could link that event to Dragon. When Dragon armies appear on a mountain top, 5 orc armies will spawn and move to attack 3 nearest settlements. Once they are burnt to the ground any army still exist will camp on the ruins: Orc camps.

Condition is that there's at least five towns in 50tiles radius of that mountain, one of which is metropolis. that will help newbies and give exctiment to veterans.

This idea sounds great! I agree with laclongquan. Orc camps would be very fun to raid. But sometimes having orcs attack your towns would provide an anchor that prevents a player from exploring. Granted the orcs would come with a decent strength. These orc raids would prevent players from transporting their heroes to other allies that need help. A player would have to merely bunker down near their cities in worry that if they send their heroes elsewhere (even for a short time) orcs might come and destroy their Cities. An orc camp instead would allow a player to fight orcs on their own time; whenever they have concentrated forces and a bit of spare time.
